Capitol Update is a review of state government. Topics this week focus on:

• The House and Senate passed a bill that would allow the governor and cabinet to designate certain groups as domestic terrorists organizations.
• The Senate Ethics and Elections Committee voted to retain Taylor Hatch as Secretary of the Department of Children and Families. Her confirmation is contingent on approval by the full Senate.
