Capitol Update is a review of state government. Topics this week include:       

• State leaders responded to flooding in Central Florida and two tornadoes in Mexico Beach.
• Constituents in several counties talked to lawmakers about flood control, transparency in public schools and changes they want to see in limits on local governments imposed by SB 180.
