Capitol Update is a daily review of state government during the Legislative Session. Topics today include:

• The Senate President said budget talks continue and his goal now is to extend session and try to wrap up a budget next week or the week after.
• The Senate passed a bill to increase penalties for refusing to stop when a law enforcement vehicle with lights and sirens activated tries to pull you over.
• An administrative law judge recommended that the Department of Environmental Protection not issue a final permit for oil drilling near the Apalachicola River.
