Capitol Update is a daily review of state government during the Legislative Session. Topics today include:

• The House and Senate hit a budget impasse, though talks by leadership continued.
• The House replaced the Senate’s rural renaissance bill with a 569-page amendment that adds so many other provisions the whole bill could be in jeopardy.
• Witnesses asked to testify in the House investigation of Hope Florida did not show up for the final subcommittee meeting, but the House Speaker said the investigation is not over.
