Capitol Update is daily review of state government during the Legislative Session. Today’s topics include:

• House and Senate Appropriations Committees approved budget proposals unanimously, with details still to be ironed out.
• The full House and the Senate Appropriations Committee held moments of silence to honor State Trooper Joseph Bullock, who was killed in the line of duty today in Martin County.
• The full House approved a bill that would expand and toughen penalties for wearing military insignia to gain an advantage when seeking employment or running for office.
