Capitol Update is daily review of state government during the Legislative Session. Today’s topics include:
- The Clemency Board met by phone and agreed to modify some of their rules on restoring civil rights to felons.
- A House committee approved a bill that would require panic alarms in schools.
- Committees approved at least six bills about animals, including a requirement that vets report suspected animal abuse, a bill authorizing shelters to microchip strays without veterinary oversight, and another that would make shelter pets the official state pet.
