Capitol Update is daily review of state government during the Legislative Session. Today’s topics include:

• At the halfway point in session, the House and Senate each passed their own budget plans, setting the stage for budget conferences to reach agreement.
• A House committee approved a bill that would require former felons to pay all fines and costs associated with their sentence before gaining the right to vote under Amendment 4.
• The Governor announced several new appointments this week while the Senate reviewed some of his first appointees for the confirmation process.
