9/9/25 Capitol Update Extended – FWC May Change Rules after Giant Manta Ray Capture Caught on Tape

The Fish & Wildlife Conservation commission will consider changing the rules governing Marine Special Activity Licenses. A bipartisan group of lawmakers asked FWC for changes after they saw video of a threatened giant manta ray being taken off Panama City Beach by a company hired by SeaWorld Abu Dhabi.
