Thourtman was arrested and charged with robbery with a firearm, a crime punishable by life imprisonment. At Thourtman’s first appearance, the trial court ordered that he remain in custody pending a full bond hearing, known as an Arthur hearing. The court ordered the pretrial release of Thourtman on house arrest with a $25,000 bond. Thourtman filed a petition with the Third District Court of Appeal challenging his pretrial confinement, arguing it violated Florida law. The Third DCA denied the petition and certified conflict with other appellate court decisions for this Court to review.
