The Court hears this certified question of great public importance: Whether sovereign immunity bars a breach-of-contract claim against a state university based on its failure to provide access to on-campus services and facilities during a pandemic. The First District Court of Appeal held Rojas’s complaint was insufficient to overcome the sovereign-immunity defense asserted in the University of Florida’s motion to dismiss.
