Florida has the nation’s fifth highest dropout rate. In the 1994-95 school year, 30,000 students dropped out of Florida high schools. To help reduce that number, in 1995 the Legislature amended the Dropout Prevention Act, creating Second Chance schools. The majority of students attending Second Chance schools have been expelled for committing serious and sometimes criminal offenses.
